Noha Khalifa

“Refugees are mothers, fathers, sisters, brothers, children, with the same hopes and ambitions as us—except that a twist of fate has bound their lives to a global refugee crisis on an unprecedented scale.” 

A data analyst and external relations specialist with over 12 years of experience, including 10 years with the United Nations in the fields of international refugee protection, government liaison, humanitarian assistance, and risk assessment. Worked for two UN agencies (OCHA and UNHCR), rotating among three different regions (Middle East and Northern Africa, Eastern Africa, and lastly, the Americas). I worked in key refugee emergencies/conflicts globally, including Sudan, Libya, Iraq, Yemen, Syria, South Sudan, the Democratic Republic of Congo, North Central America, Haiti, and Venezuela. Between 2018 and 2023, I was based in the United States, leading the data and analytics team “Information Management Team” for UNHCR Multi-Country Office for the United States and the Caribbean. My role was centred on working closely with the United States Government counterparts (DoS, DoJ, DHS, USCIS, CBP) on various issues related to migration, domestic asylum (affirmative and defensive), temporary protection status, detention, child protection, and access to the territory at the U.S. borders, particularly the U.S. Southern border. During my time at the U.S., I led and designed complex/mega projects such as: the U.S. Southern Border Protection Assessment, Migration Protection Protocol Rapid Assessment, Child Protection Assessment for ORR Influx Facility, and joint cross-border assessments with UNHCR Mexico. These projects’ outcomes served advocacy, reshaped decision-making, and informed asylum policy recommendations. As part of my role, I had extensive experience working with the US Statistics and asylum data; I managed to enhance and revamp the UN statistical methodologies of the United States published as part of the UN global Statistics. I also established partnerships with NGOs, Civil Society, and Academia to expand access to Stats and analysis on U.S. asylum procedures. I led and implemented complex technical projects in extremely volatile humanitarian environments throughout my career, navigating extraordinarily complex and politically sensitive contexts. Experienced in designing and implementing data transformation strategies to expand evidence-based data and analysis, revamp refugee protection programming, and inform decision-making. My strong communication and client orientation skills allow me to communicate effectively with various audiences (technical and non-technical), work with multiple stakeholders (Governments, NGOs, Academia, private sectors, etc.), mobilize allies, earn trust, and establish strategic partnerships to overcome operational challenges.
