Political and humanitarian initiatives in mid-late 1993 have increased access to areas under UNITA control and to besieged government-held cities.
Several NGOs are now operating in UNITA-controlled areas.
An estimated 3.2 million people are in need of some form of assistance. WFP is airlifting food to 14 cities. Efforts to establish overland routes are hampered by heavy mining and occasional attacks on UN/NGO convoys. Despite a substantial increase in the rate of distributions, the actual rates are still well short of requirements.
Negotiations between government and UNITA are continuing in Lusaka.
